It was built in secret and unveiled around Christmas in 2013 by Po Lin Lee, a Hong Kong native and local tour operator, at a cost of 500,000 Kroner. [Update Nov 2017] After a long battle with authorities over a building permit not being renewed, this has now been dismantled by the owner.
